We strive to establish long-term relationships with our subcontractors and vendors based on trust and mutual respect.  Our policy is to provide factual information to you, to treat your quotes fairly and to pay in a timely manner.

Subcontractors and Vendors

Plans and specifications are typically available for review at our main office. Depending on the project and the size of the files, we may be able to forward plans and specifications to you.

We expect our subcontractors to quote the work per the plans and specifications, or otherwise clearly indicate any exceptions.  Quotes from reputable subcontractors are considered equally, and we strive to award the work to the subcontractor who provided the best quote at bidtime. Your quotes can be forwarded to us via fax or email (we prefer email).  We ask that you forward your quote in a timely manner – last minute quotes may be rejected.

We ask all of our subcontractors to carry the following insurance:

  • General Liability Insurance:  $1,000,000 per occurrence/ $2,000,000 aggregate
  • Workers Compensation Insurance:  $1,000,000 limit
  • Auto Liability Insurance:  $1,000,000 limit
  • Umbrella Insurance:  $2,000,000 limit

* In certain circumstances, the limits shown above may be adjusted (increased or decreased).

Haulers

You must carry Workers Compensation Insurance and General Liability Insurance if you wish to haul for us.  This applies even if you are exempt from the state requirement for workers compensation because you have few employees.

Subcontracting Goals

It is the policy of THE SCRUGGS COMPANY that small business (SB) concerns, certified small disadvantaged business (SDB or DBE) concerns, women-owned small business (WOSB) concerns, Historically Underutilized Business Zone (HUBZone) certified businesses, veteran owned small business (VOSB), and service-disabled veteran-owned small business (SVOSB) concerns shall have the opportunity to participate as subcontractors and suppliers on our contracts. Subcontractor Opportunities

The Scruggs Company is looking for subcontractors for the Berrien County 2020 CDBG Construction Project Employment Incentive Program Grant, Project 16-p-y-010-611 – Barney Parker Road Rehabilitation.  Subcontracts will include all sitework trades and is estimated to start February 2023.  These subcontracts are covered under the requirements of Section 3 of the HUD Act of 1968.  These subcontract opportunities are a Section 3 Covered Contract. Section 3 Business Concerns are encouraged to apply.
